Why: The Eugenics Movement was meant to eliminate negative traits out of the population. It also targeted the poor, weak, elderly, or disabled. It started out as just targeting the disabled, but spread to include people who's only "crime" was poverty. The first state to allow this was Indiana in 1907, followed by many other states including California by 1931. Many states followed after and found support from the Supreme Court.
